I don't think the torpor draining is bugged. The modder of this project said that to tame this spino you must let him attack one of your creature until enter an enraged status, and only then you can knock it out. I hope this comes in handy.

I remember this mod from ASE which alongside the Hoffmani Mosa, was one of my favourites. Tested now on PS5, it's quite a good creature mod. I'd say the animation work is its strongest point. Being able to walk over terrain without any weird jankiness is rare for modded creatures, even from the Paleo team. Texture wise though it's not on par with the newer creatures in ASA feeling rather flat and missing definition. The saddle is probably the weakest point because although the design concept is great, the execution isn't on par. Great effort for such a neglected Dino that was missing and I hope gets more improvements in time.
