I think, if you say that you've come in contact with Bittergiggle, when Sheriff Toadster starts talking about him after you've met Queen Bouncelia, he says something like "Bittergiggle, who you claim to have met" I saw it happen during someone's playthrough.

GoBBIV fact: If you say "yes" to Sheriff Toadster's question about meeting Bittergiggle, his voicelines will change during the game. While walking to the transport station, he will instead say "The Jester, who you claim to have met before, has gone rogue." And after the player's first encounter with Bittergiggle, he will instead say "You think he recognized you?"

Personally I think the bland voice suits Stinger flin(or however it's spelled) better than a more emotional tone would. After all, the jellyfish says himself that there are only two emotions he can't control: Hate and sorrow. Sure that's said in a dream sequence, but it IS a dream sequence caused by him, and presumably he chose that specific one and knows the contents of it, based on his dialogue before the sequence.
