@paths5881 electric arc can be generated if there is any medium for it to travel, but the conditions are that it should be an electrical conducting at least. Even oxygen can conduct electricity at very high voltage, i.e., breakdown voltage,in petrol, which is around 10vk=cm².that's why I said there is no arcing inside the petrol. Of course, lack of oxygen is also a reason for petrol to not burn, but all I wanted to say is that there is no arcing inside the petrol at first place.
