GAS STATION IDLE - Ultimate Player Showdown! Part 12

I've been playing this DAMM game for months but I can't seem to get out of level 7. I've cleared 4 of the 5 locations in the desert, I can't get the last location opened. I cleared the junkyard but I can't seem to move further in the game. I have over 1 million dollars and over 2k steel but I can't upgrade or build so I'm stuck... PLEASE HELP
