Because binary number can be start with 0 also and 1 also , in above example binary number start with 1 but if we take example that will start with 0 then also our condition should be satisfied so there is no transition in first step .

Bro it's a loop, that handles all 1,0,R transitions.if u want u can change new state, but not necessarily
