If action is not taken against those who ignored the problem then the problem will continue. The vast majority if not all of the council areas involved are Labour run, a Public enquiry will highlight Labour failings. For that reason there will not be a Public enquiry. If the shoe was on the other foot though, Labour would be screaming for one. Plain and simple corruption at the expense of the girls involved. It's disgusting , this is a national problem not a local one. Labour councillors, the Police and Social services have a LOT of questions to answer.
