As you point out, it's not necessary to speak without any foreign accent to be understandable to American English speakers, but it is about that rhythm, tune and pacing. If you've got that down your accent will sound cute or charming and you'll be easy to understand. I think those features are more important to English than they are to most other languages, just like other languages have their features that you need to master to be understandable. We're so stuck on that tune and rhythm, that sometimes we don't understand other English speakers. It's like we're playing the same song in different keys.
