I believe it's because guard cancel is so strong in this game. You can GC a safejump button on reaction, even if they block it you are +6. Not committing to a jump makes it harder to attempt a guard cancel, especially during stagger pressure with fast moves.

Narmaya's counter reversal beats safe jumps so could be why for this matchup.
