If you draw a triangle twice as big, the values of y and x will both be double, so the gradient will still be the same. It is difficult to draw a tangent that is exactly right, so the examiners always give you a margin of error of say 10% higher or lower.

how would you find a mean rate for the whole reaction

You would read the time from the graph when it has gone horizontal. This is when the reaction has finished. Then the average rate is the final volume of gas divided by this time. In the graph in this video the final volume of gas is 32 cm3 , and the reaction stops at 60 seconds, so the average rate is 32/60 = 0.533 cm3 per second.
