Understand this like Pressure is basically potential energy and velocity is basically kinetic energy. You will never confuse, also P=f/a is mainly for solids while rohgh is for fluids

Pascal's law works in Hydrostatics. Hydro-statics means the velocity of the Fluid is negligible. Pascal's law says that the Presure is transmitted equally in all directions. Which means P1 = P2. But when the fluid has significant amount of velocity, we are into the Hydro-dynamics domain. In Hydro-dynamics, Pascal's law is false. In Hydro-dynamics, we use Bernoulli's Theorem, which says, 2 x P1 + rho x v1^2 = 2 x P2 + rho x v2^2. Here the velocity terms are significant. *Pascal's Law is a special case of Bernoulli's theorem.*
