It's a recurring consistency error, like the color of his eyelids. Quackerjack's eyelids usually either blend in with his mask or are a light purpleish blue. The Fearsome Four's models in general aren't too consistent especially when it comes to height (the main constant in that being they're all taller than Darkwing & Negaduck). Quackerjack was also orange for the entire Quack of Ages episode, which is really unsettling in my opinion.
