I think tama naman po yung no. 2, since ang question is "what governs..." Happiness(Eudaimonia) is achieved by using reason, which governs our actions or activities. This is from Aristotle's Ethics (plato stanford edu) "using REASON well over the course of a full life is what happiness consists in" "...we must acquire, through proper upbringing and habits, the ability to see, on each occasion, which course of action is best SUPPORTED BY REASONS." This is from Notes on Aristotle's Nicomachean Ethics "Aristotle makes some assumptions about the character of the human soul, dividing it into a part that GOVERNS (reason), a part that is or ought to be governed by reason (the passions or sentient appetite)" This is also verbatim from FTRC "Reason is supreme in a human person and so should govern all of life's activites" In conclusion, what governs our Actions is with the use of our reasons.
