Stopping the historical development in Tibet coincided with the arrival in power of the Gelugpa school. The Rinpoches of this school have always defended the commitment to traditional values and the refusal of the evolving technical or scientific knowledge. Gedun Chompel explains very well the "harmful influence of Rinpoches Gelugpa who locked the Tibet in the past when Buddha says that one must live in the present.
