The two right-turn signs are in green circles. Do they mean that cars 'have to' turn right, or that only cars 'can' turn right, but bicycles cannot?

Hey thanks for the message. The green circle sign means 'Right Turn Only', so everyone needs to turn right. Sometimes it will say 'except bicycles' so that means cyclists can go straight. Thanks!

At an intersection when turning left, if there is an oncoming car on the yellow light and the light turns red, is that an automatic fail?

Hey kristenkim, thanks for your message. When the light turns yellow, you need to make every effort to exit the intersection with a sense of urgency. Sometimes those oncoming cars might run the yellow or even the red, you need to ultimately make sure you safely exit the intersection as soon as you can. If you stay still when the light is changing to yellow/red then yes you will automatically fail because you did not show you were trying to exit the intersection. I always tell my students to release brakes on yellow (keeping your steering wheel straight) and make sure those oncoming cars aren't running the light and then go. Hope this helps!
