World wars do not catch us by surprise. Before WW1 the probability of war - not just the possibility - was widely discussed. Before WW2 rearmament, including in the UK, was running at full pace. I'll go with a lot of that. It's often said that WW2 was caused by the failure of the Treaty of Versailles to provide a solution the German people could live with. I see the point but think it's only part of the story. The main problem is that fascism prospers in difficult times as mass psychology reacts to hardship and political instability. I'd say that the war in Ukraine is a consequence of the Russian failure to move past WW2(Russian sacrifice etc. was a vital part of Soviet propaganda intended to keep the masses quiet) and the subsequent failure of glasnost. Putin was also greatly encouraged by Trump's reckless abandonment of Afghanistan which sent a clear message of non-engagement. I don't see any culpability on the part of American generals. If you want aggressive military types have a conversation with Croatian military officers, as I had on one occasion, and walk away with grey hair.
