To ask, is GVP the smartest, visionary and love for Hmong? It depends who you ask. In my humble opinion, I believe he was intelligent, visionary and love the Hmong but not as much as he and others have claimed. Below is my personal assessment. 1. He had no plan nor vision when entering the war game with the CIA, the 1st. chance, otherwise he would have demanded a plan B and some assurance for security and safe haven for Hmong, but NONE, ZERO, ZIPO, NADA. He did not foresee or having any clue about the incalculable lost and how much suffering the Hmong will bear. Or is there vision and love? He even withhold portion of the compensation the CIA paid to the soldiers as heard by rumor. 2. After the Paris peace agreement, VP released 1000s of Hmong members SGU with no fair compensation for them to return to start their civilian life. He had a 2nd chance and failed. Those soldiers should receive fair compensation to return home and start their civilian life with some footing. He should have negotiated that with the CIA or USAID. Instead, he tried to UA LIAJ saum cov tub rog cov nrobqaum again by offering them loan. No one knows how much fund the CIA or USAID have given VP to start the program, only Moua Sue me knows. As evidence in his speech, he had no plan in advance where to take and what to do with the Hmong in the last minutes. When he arrived in Thailand, he still did not know exactly what to do. Due to pressure mounting from the Thai Gov. he had to leave Thailand unknowingly where to settle himself. He went to France, for some unclear reason,whether he was rejected by the French or his personal decision, he then came to America. Another word, he was at lost and had no clear idea what to do. Is there vision? 5. When he arrived in the US, again, he started ua liaj saum Hmoob nrobqaum by establishing the Neohome to collect cash from poor Hmong, especially the elder Hmong. When that started to slowing down, he reignited by selling NOM rau Hmong. if someone who was willing to pay certain amount per month he will be award, governor, Chao Meoung, general etc. Rev. Valor Lee (deceased), who was once close friend and was also the father in-law of one of VP's sons, said, there were so much nyiaj hauv GVP tsev thaum lub caij ntawd.
