If I don't have a watchlist will OptionsPlay give me recommendations for stocks and ETFs based on what the optimal puts to sell are? I'd like the software to give me the companies and ETFs and not just base it on my own personal holdings or watchlists. Is this possible?

Yes, the Short Put trade ideas section give you every short put we find in the market. I would suggest that you sort it based on Yield to see where you can collect the highest income levels.
