Both. Take a look at the time series for melee tier lists before and after Axe rose to prominence (they are on the wiki and on smashboards I believe). Then, acknowledge the fact that pikachu has a bunch of limitations as a character. And then acknowledge how good Axe must be to place so highly so consistently with the flawed character Pikachu.

Both but at his level, I think it's more about Axe than it is Pikachu. He's using his movement and tools very precisely. A bad shield is one of Pikachu's weaknesses and there's really not much one can do about that. Up air doesn't do any damage really but it can send opponent off stage if aimed very carefully.

@@jaysean9589 Actually Axe shows that Pikachu's small shield is surmountable. He tilts his shield around to block things he has no business doing, and often manages to shield stab other people from underneath platforms who have better shields while avoiding that himself.
