That’s because she was originally supposed to be a 5 star. But Hoyo decided that players (at the time) needed an easily obtained healer, and I assume they didn’t want to scrap what they made already so they kept the burst but made her a 4 star.

This got me thinking about combo bursts becoming a thing. If there's two characters with a lot of lore together, 5 or 4 star, they can use a special burst that has them both attack at once if they're in your team setup. It could either just be a fancy animation that has the effects of both bursts at the same time, or it could be an entirely new burst. It would be a rare feature, like outfits are, but it'd be so cool
