First thing that comes to mind is to ask of your RAM configuration, whether is in dual or single-channel, since that's usually the case that fixes the stutters. To answer your question though, the game itself can get CPU heavy in more stressful scenarios even with dual-channel.

What is the difference between 1.1 and 1.5 in 1080p resolution? Is it only for 1440p results or can I tell the difference from the rescaling, or I'm just over-forcing my graph without any visual benefit

That's the resolution scaler. The default is 1.1 which is 1080p + 0.1 of 1080p. The game itself is locked at either 30 or 60 fps so I just maxed it out to 1.5 scale for the 1080p benchmark since it still stayed above 60fps.

I have the same cpu and gpu, Intel Core i5 8500 and a gtx 1660 super but with a 1x16 ram at 2400mhz. I'm wondering what the issue is with my pc because the game runs at 80-100% cpu usage most of the time, 50% ram usage, and 40-55% gpu usage. I ran the game at 1080p, same settings as the highest settings in the video.

Dual-Channel RAM is a must. See if you can get another 16GB stick of the same brand. That will fix your low GPU usage. Cheers!

If it's only for Genshin Impact and no fast pace gaming, I suggest getting a 4K TV/Monitor. The 3060Ti will easily run this game at 4K with maximum settings.

Damn.. probably a blower cooler. Hate those, or your Thermal Paste inside the GPU might be faulty. Or the other thing that could be, is that your air flow inside the system.

what monitor are you using for 1440p ? we have the same specs but i only have 24 inch 1080p i am planning to get 1440p since i think genshin can still run on that as i seen on the video

I'm only using a 1080p monitor and custom resolutions that are native for 1440p and 4K in order to provide a useful representation of how the game will perform on 1440p and/or 4K monitors. Cheers!

Perhaps it's just the combat zooms you out too much sometimes, I don't remember playing with the FOV settings.

I am using 1660ti gpu. Do you have npc lags? is it a game bug or it is on my gpu though my character doesn't lag at all or the surrounding just the npcs.

Generally I'm using the default fan curve that the MSI Gaming X model comes with, meaning it doesn't exceed 60%.
