I believe beings outside of teyvat came and became the second descenders and the second descenders FOUGHT the primordial one.And perhaps,the primordial one LOST and fell into the SEA/OCEAN.And we already know she can control time,but istaroth is long dead I believe.She can also control space,like the unknown god who might be the shade of space.Since she has all those powers,she probably is the primordial one.

The most popular theory about Paimon is that she is the diminutive form of the Unknown God, who somehow got tangled up in her traps against the Travelers and seemingly banished herself to Teyvat. If this is the case, Paimon is a small, more innocent version of the Unknown God we saw at the start. Paimon claims to be "the god of protection," her reasoning being that she considers herself the Traveler's bodyguard. It is jokingly suggested that Paimon has more than one stomach, where one of them specifically contains liquids. The name “Paimon” is actually the name of a mythological demon king. Her in game abilities match those of this demon king, such as her ability to fly, breathe underwater (we found her underwater while fishing in beginning of game) and her knowledge of Teyvats past. The definition of Paimon's name: according to texts, in his own form, King Paimon is said to be a human-looking entity who wears a great crown and rides a dromedary. He is preceded by a whole host of ghouls playing trumpets and demons roaring, heralding his arrival. His face is feminine, while his body and persona is masculine. As a character shrouded in mystery, her age remains one of the game's many secrets. This lack of information doesn't stop the community from theorizing, though. Many fans believe Paimon to be ageless, possibly as old as the universe of Teyvat itself, given her vast knowledge of the world and its history. [I've done some research about Paimon, and this is what I had found. So essentially, Paimon is the Unknown god. Now, some people may believe that she is just there to help us, aka "Traveller". But we have so much proof that she is connected to the Unknown god, as during the game when Traveller meets one of the characters during a quest (or so I believe, as I have not reached that part yet), she had said "There is no information about this floating little fairy's fate." And proceeded to question if Paimon is actually human. (But it's quite obvious that Paimon is not human, as she floats and if you look when she moves around you see space like particles floating around her body.) We don't have full 100% proof that Paimon is the Unknown God, but we have enough proof to say so. Yet her age is still very much a mystery, but what I'm guessing is that from some research Paimon could very well be as old as Teyvat, or older. (Mind you as we know Zhongli (The Geo Archon, Morax) is around 6000 years), and through some research I discovered that Teyvat could as well be from between 2000 to 6000 years, maybe older. So Zhongli could have possibly been there when Teyvat was being created.) So Paimon could have indeed been there, before Teyvat was made maybe even participated in creating Teyvat.] Maybe we'll find out the truth some day? Well, I hope that this theory is correct as its a fantastic story-line background.

Ik this is just an au/theory sort of thing, but my theory is that paimon is just an celestial being or smth If you didn't notice, after we pick one of the twins, there's an pillar broken in the cutscene which might be where paimon is from Since celestia is near mondstatd, it's only reasonable for Paimon to fell near it, she could've fell from celestia after the heavenly principal sealed out powers
