What is the difference between land not available for cultivation and other uncultivated land?

The main difference is, in not available for cultivation land, cultivation is not possible examples desert , beach and lands on which buildings are built whereas in other unclivated land , cultivation is possible but still not cultivated examples pasture land , miscellaneous trees crops groves, culturable waste lands though we don't include fallow lands since the cultivation is done atleast one time in such lands under 5 agriculture years.
