Maybe instead of building his armory & vehicles from scratch he was just dusting off & modifying old Wayne tech concepts similar to what he did in Batman begins. So they didn’t have a military ground vehicle but they had an unused aircraft concept already.

The red one is the altmode of the Telltale batmobile, I remember very fondly that during the game, we get to see the Batmobile go to and from that form, and usually the red supercar mode is when Bruce is out strolling casually
