each recruitment order you used gives you one token to redeem. 2250 for stephen the great. $99 give 160 limited recruitment orders. this isn't cheap. why don't you try Spring Festival Reverly instead? Carnival Officer General Chest 240. party invitation from $99 pack is 60. two double coupons. or better yet go for cimon or Journey to Glory - knight's resolution general chest - Heraclius, Narses, Arminius, Algernon Sidney, Narcissus, Stephen III, Toyotomi Hideyoshi. although random, higher chances on better general

Agreed if you're spending, this isn't the cheapest place to get him. However this is the only place you can slowly accumulate progress towards him without spending any money (unless he shows up in a free wheel spin event, but that's a lot of luck)

I got 30 fragments of Algernon Sidney yesterday. It took 550 tries, but through 520 times, it gives you 220 recruitments back. So the net cost was 330 recruitments.
