**MAJOR UPDATE EDIT**: Turns out to blizzease spaghetti coding, they inserted a "goblin's plunder" Mirrored jewel event upon activating Winds of Fortune, instead of keeping it separated like before. 🙃

FYI to make sure you don't miss it, I DID NOT see any bars limiting my drops on my alt once I activated the 24 hour buff like I expected to see due to patch notes. Maybe this will change in future days, but that's what happened when I activated the buff today on one of my alts. I know how those bars look from previous iterations of the event but I did not get those.

I tested this today on an alt, when you activate winds of fortune 24 hour buff (which ticks even when you are offline) you will see the option to run one mirrored jewels run at the rift. As you commented, nothing of this of course is explained in patch notes or anything in game. I actually DID NOT see a tracker bar limiting my drops whatsoever. I expected to see them but didn't get any on my alt. So sunday evening you can turn on the buff, do erebban quick to get weekly gems as double speed, do terror rifts to get double gems, then take advantage of the rest of the buff on monday to cap your weekly gems at double speed before it runs out as well as cap your daily gems in terror rifts/dungeons again on Monday. Helliquary bosses also drop double loot if you do it while buff is active, so you can take advantage of that as well if you don't have to wait until the evening to do with a warband. During that same 24 hour window try to get one mirrored run with 10 orange/purple crests. Plus, if you don't cap your 4 person party gems for two days and let yourself get 36 on the day you activate the buff, then all the gems you get on that day will be double... if you don't do that, once you cap whatever normal gems you don't have capped, then you won't be able to get more double drops. I normally don't get daily gem cap on my alts, and I did 5 terror rift runs, during which the game said I got 12 tradeable and 22 non tradeable, but I got an extra gem for each one of those, so 24 + 44. (though it's possibly only the first 12 of those 24 were tradeable, but still... I got that many gems for sure) By the 5th run I wasn't getting any more drops, probably because the previous day I got 12 + 2, so I effectively lost 2 double gem drops. After my 6th double drop, the gem counter kept showing 12 tradeable though I was continuing to get double drops. After my 13th double drop, the counter showed 12 + 1, and kept showing 12 + 2, 12 + 3, etc for every double drop and in the chat log I could see I was still getting double drop even though the gem counter only counted 1 for each double drop. So even though the game claims daily gems are not affected by the cap, in reality: the doubling of the daily gem drops is the only thing that is not capped, but they are still affected by daily gem cap. So don't cap your daily gems for two days to get as many double drops as you can when you activate the buff.

Ya event center rewards relative to time spent on those events simply isnt worth it.
