they removed RC for blocked meterless reversals iirc (Or at least the S versions). Hell some of them don't even rc on HIT anymore which is stupid (especially for chars like Sol)

To my understanding dp rc only works on block. Im a sin player myself so i know for a fact i couldnt cancel it on whiff. Idk if it was the same for everyone else but from what i have seen it was always on block.

For Strive, you can RC on-block or on-hit. You can't do it on whiff. You can't do that anymore because they made the DP's more like Street Fighter DP's.
