Because Brian Frons, President of ABC Daytime at the time, was obsessed with Carly and Sonny. He stated that he believed that there was something "dark and tragic" about their love. So, whenever Guza would pitch a new love interest story for Sonny, Frons always insisted on making sure "Carly" would interfere to mark her territory. Guza (and MB) fought against it, which is why Guza tried to pair him with Emily Quartermaine then Kate Howard then with Claire Walsh then Brenda. Frons would only approve of those stories, however, if Carly came out as the most powerful woman in Sonny's life.

@maria i know. I liked Tracey ' relationship w/ Luke's kids esp lulu. Luke really treated Tracey like dirt. Their was one scene I felt so bad for her when Luke was into Anna & he made Tracey get all dressed up in costumes to help him spy on her & Luke thanked her after & took off to help or save Anna. Tracey was all made up sadly taking off her costume & big powdered wig & looked so sad & unappreciated talking to herself how she put herself out for him&now she's alone again.
