It is. Even with one less pad to hit, the Rock Band pads are more dynamic with what each color can be used for. With Guitar Hero's drums, red is always the snare, yellow is always the high-hat, blue is always a tom, orange is always a crash, and green is always the floor tom. With the Rock Band kit, red is pretty much always the snare but can be used as a high-hat in a few songs, yellow can be the high-hat or a tom, blue is an open high-hat, splash / crash cymbal, or a second tom, and green is the floor tom or a crash symbol.
