when you encounter the cases with the crossed rifles and the icon showing as either a pistol with a plus or pistol with a cog you should pick it up because they contain new weapons/attachments. then you can go into your loadout and they will be unlocked and ready to use.

the easiest way i find to unlock a sniper quickly is to shoot a sniper in a tower and pick his weapon
