The shock wave alone could injure someones ears at a distance. Depending on the propane tank. A shoe-box size tank could easily destroy someones hearing. I don't know if the compression of the gas could do it alone, so they would likely be fine. But if there were a spark then there would be a massive crater in the ground.

spinning stabalizes the arrow but slows it down. also arrows dont spin very much. the fletching also creates drag to help with the paradox.
