I'd bet it would be like what happens with a tie vote in survivor, and it would come down to a random draw between the 3 people nominated by each tribunal member. But I'm doubtful it'll come to that

It does put you at risk because the tribunal can say 'we just put in the loser' as an easy vote without getting any attention.

I’d like to see a member of an alliance of two goes into tribunal and uses their one vote on their ally, but not telling the rest of the tribunal. Eliminates the “casting my vote in front of everyone” issue
