Yes. You can set up to 3 players to CPU, and set their AI difficulty

Actually I've not tried to do all 4 players CPU, but I'll look into it and get back to you

You can actually do 4 CPUs in FFA, and I think Team Match as well, but there's no benefits to it. No XP is rewarded.
