He's 'on' all the time whenever he's being filmed; this is a persona he invented, and it made him very famous and rich. (Much like Rodney Dangerfield was always 'on'). A huge percentage of the population surprisingly believes that the character they see on TV is the real person (remember how many letters the navy got to rescue the folks on Gilligan's Island?). Same situation. Most people are either stupid, or if they're even average intelligence, gullible.
