well, actually Gintoki was created based on Hijikata like the creator said "Sorachi created the character after suggestions of his editors of having silver-haired samurai. He was originally going to be based on Hijikata Toshizō, the vice-captain from the Shinsengumi special forces. However, Sorachi changed his mind as he did not want the main character to be working in an organization and further remodeled his design into the present one"

For those few who don't know, from 5:06 - 5:15 Hijikata was making fun of the character Daté Masamune from the anime Sengoku Basara. They have the same voice actor. But Daté always says a few words in English whenever he's giving a speech. But I believe his favorite phrases to use are "HE GO" or "LETS GO GUYS!" and "LETS PARTY!" LOL. Hell, in one episode when he was doing something (I can't remember exactly) he put his sword in his mouth. He did it the exact same way Zoro does in One Piece!
