Super Saiyan 3 make the warrior lose his eyebrows for a larger, thicker eyebrow arch, allowing him to have a harder front skull for receiving harder hit in the face. The long hair is a receptacle for the extra power which the body cannot substain anymore.

I think the reason why SSJ3 doesn't have eyebrows is because its design is supposed to lean more towards the Saiyan's primal side, because if you look at the Oozaru's face closely, you'll see that ssj3's eyebrows are hairless and stick out just like the Oozaru form, I think that's what Akira Toriyama was aiming for & I think that's the reason Goku's Oozaru form was flashed as he first went SSJ3 on earth, that's my theory.

SSj 3 drains a lot of energy resources and will quickly tire Goku out because SS3 is an unstable transformation King Kai himself said it at some point.

Your initial intro is great and priceless, but this soundtrack in the English version is different than in the original Japanese version. Goku's transformation in SSJ 3 is the most spectacular and longest lasting transformation in which he exerts maximum power, energy and strength, which is why he screams so loudly and all the inhabitants of the nearest cities feel the quakes. All the energy is drawn towards Goku. He does this so that Trunks go to search dragon radar for locate balls. It's a pity that the new transformed Goku is not able to effectively defeat Buu even if he is in SSJ 3. Yes even in SSJ 3 Goku is unable to defeat Buu who is still stronger. Cell was no problem even after regeneration and explosion on King Kai's planet. Buu however is in a completely higher league. SSj 3 drains a lot of energy resources and will quickly tire Goku out because SS3 is an unstable transformation King Kai himself said it at some point.

So also consider that Goku is definitely withholding energy because he knows how dangerously close to running out of time he is. And as far as the people that are dying because of goku powering up and attacking buu, these are people that are dying for greater good. Even if they die from goku, it's still better than goku holding back to protect people. It's not like he has a lot of time to drag buu to a remote location and all that. And no matter what happens, this isn't even goku's fight to win, he's dead. He's not supposed to be there in the first place. Even if everyone does die, they will be in the afterlife with goku anyways, so it's not really even all that bad for him. To be fair to Kibito, the Sacred World of the Kais is in another realm/reality entirely within the far vast distance in the universe, it is so far away that even King Kai and Grand Kai would have a very hard time finding the Sacred World of the Kais. Rarely is it even possible for any mortal being to have such incredible amount of energy for it to be able to be sense in such a vast plain of existence. Goku is probably the first Saiyan to have ever achieved Super Saiyan 3 and there are not many Saiyans alive today to have the potential to reach such power. Most Saiyans that are alive decades ago are mostly weaker than the Ginyu Force. Sure Kibito underestimated Gohan's strength, but he wasn't aware that Super Saiyan 2 is even possible, let alone Super Saiyan 3 and the Z-sword was never been removed by any Supreme Kai before since they are considered deities. Also no mortal has ever came to the Sacred World of the Kais before, it would be like letting an immature teenager into an ancient sacred shrine. Majin Buu could learn people's moves/techniques just by watching it once! And Goku said that it is "one" of Vegeta's best moves, not Vegeta's the best move. There's a difference. Also Super Saiyan 3 has pupils, like there is a dark circle in the irises. Also Toriyama got tired of drawing tails, so he come up with many excuses of why Saiyans no longer have tails.

Lets put power of SSJ3 in perspective, i'll use those Kilis that Babidi was measuring. So Babidi measured 3000 Kilis on Goku against Yakon. SSJ2 is double the power of SSJ1, so 6000. And power of SSJ3 is four times the power of SSJ2, so 24000 Kilis. Now obviously, these are not exact numbers of his power, just to give you an idea of how much Goku is stronger then Vegeta and how much he was holding back in their duel.

Yo kaisen if you guys didnt know, the reason why goku ssj3 dosent have eye browes is because akira toriyama forgot to make them, and later on when he found out he forgot to add them he just kept goku without them cuz he looked cooler to him. Thats what the story is anyway more or less
