Actually, the Edelfelt family is Finnish while the Tohsaka family are pretty much Japanese with just enough european blood to be considered "foreigner descendants" (they already lived in Japan for centuries before they learned magecraft). I may also like to point out that in all the Fate timelines it seems to be an inevitability that the Tohsaka clan steals the Edelfelt's magecraft skills, hence why Luvia and Rin are always fierce rivals and why Luvia always treats her like garbage (the specially modified Gandr and the advanced jewel magecraft that Tohsaka knows were all stolen from the Edelfelt family by an ancestor of Rin).
