Are you trying to push in other users repo? That won't work if you do not have permissions. Try to create a repo in your git account and then follow the steps.

Local repo is a repo that is on your machine, remote repo is one that is available on GitHub. You can clone a remote repo on your machine and work on it. If your local repo is not available on GitHub, you can follow the steps mentioned in this tutorial to move it to GitHub. Working directory is a different concept. It is the workplace where you make changes to your files.

So the repo is there, you need to push it from your machine if you have the code on your machine. If you are facing some difficulty, clone this repo on your machine, move your code where you cloned it and then push the files. Hope this will help.
