No it's not, it's a WW2 reference. Japan was such in a poor state after losing the war because their government used all their budget for military funding instead of improving the livelihood of the citizens (they're like North Korea of WW2) Japanese citizens used "give me chocolate" to American soldiers who are throwing chocolate rations for the poor Japanese to eat.
