This is just how it is, not everyone is that way, but some are that way. My mom volunteers at a homeless shelter and she says the same thing, some people will be inconsiderate to the workers and take more than what they're suppose to etc, just how it is.

Do you know her? Do you know exactly how many people the popsicles in those bags were for? Or do you just prefer to assume the worst? You clearly have no idea how many disabled people are homeless - people who can't necessarily leave their camps very easily. And since their encampments aren't exactly gated communities with security, and they don't have front doors that lock like you do or walls to keep out intruders, at least one or more people will stay in the camp to watch everyone's stuff and make sure it doesn't disappear.

It wouldn't surprise me after this shocking behaviour someone didn't try to take one of the coolers particularly at the end with the massive amount people took. At least one of them was there at the start and finish just take take take. This sort of thing makes my blood boil. It's one of the reason why people are put off doing these sorts of things. Once again the few spoil it for everyone.

The homeless are often dehydrated so its nice you did this. I know because i used to work with them. You're a good man but it wasn't fun watching some of these people taking advantage of your kindness.
