Idea: Put your entire server inside the nether without telling them, don’t let them bring in gear. Break the portal and disable them building new ones. Then make them survive in the nether. If you wish, at the end open a portal and see if they wish to leave the new world they created and experience the world they had to leave behind, or stay in this new home they have forged from nothing. Then kill the ones that left, forcing them to stay.
