you can set it on your documents file in generals zero hour folder. it's like a notepad file named skirmish, change the starting cash to whatever you want and don't change it in the game

I think he is also running the old patch where enemies does not attack with Auroras and other planes. With the latest patch is so hard to beat 7 random hards
