my cover plate had a rubber seal, so I didn't need to caulk

How is it when you unscrew that screw with the yellow screwdriver to get to the regulator your water doesn't turn on and mine does?

I can only guess that your is very loose and it doesn't take much to turn it. Hold it to keep if from turning while you unscrew it. If you're unable to hold by hand from turning hold it with a pair of pliers. My other guess is the screw was tightened too tight before, it shouldn't be screw too tight, just screw to snug it, didn't over tighten.

Sorry don't recall the size, I suggest to buy a set that has all sizes and try them one by one until you find the one that fits.

Then I would suggest checking the temperature setting on your water heater. The plus and minus only sets how much your water valve will open to let in more hot water, it doesn't set temperature level, how hot your water temperature gets is only set at your water heater control valve. If your water isn't hot enough then the problem is your water heater temperature level needs to be set to a hotter temperature setting.

I not sure about the 2 handle faucets, but if you're having issues with not getting enough hot water, I can only assume the hot water faucet must have a similar adjustment valve, remove the cover plate to the hot water faucet and take a look.

Sorry I didn't recall, but if you have a set of allen wrenches just keep trying them one at a time until you find the one that fits , it will be a small size.

first make sure you have the correct size allan wrench To loosen it, it turns counter clock wise, to the left, right to tighten. It's not very tight so it doesn't take much strength to loosen. Also look at the screw head and make sure the allan head where wrench fits isn't stripped or around out, if it is, you'll have to force fit a larger wrench into it to get tight enough to be able to turn it,

If you have no red ring, then there shouldn't be any reason why you can't open up full hot water level, if you're not getting enough hot water, then O would suggest checking the temperature level on your water heater. It maybe set at a low temperature.

@@lizlaughin7806 Sounds to me it could be a water heater problem, if you were getting hot water before and now you're not, then your water heater is not heating the water sufficient to supply you with enough hot water, and that could be a problem with the water heater temperature control value. I have 2 videos on heater temperature control valves.
