The buses in your part of the world are absolutely minted and I'm insanely jealous. I have recently driven a 2018 Citaro Hybrid which was a UK demonstrator and the depot I work at had the bus on our 38 route and it was so pleasurable to drive, far too good a bus for Scotland. I love the green livery btw. It fits in beautifully with the surroundings.

That's probably because of the high government spending on new assets especially buses. We the commuters are paying the price though, public transport fares were recently raised by 7%, the maximum percentage increase allowed. Although I would say for the level of service provided and connectivity, it's still fairly reasonable.

The motor is just like the citaro, just that its quiet in some random times because its half diesel half electric

It usually runs during the weekday peak hours only, so if you want you can try 9am or 5pm at bukit merah. No guarantee it will run tho.
