Whereas the Israelis were fighting for a state the Palestinians' allegiance was to their kin and village (+ neighbours). They had no conception of a state. Egypt, Syria and Jordan all claimed Palestine was theirs, which didn't inspire a sense of national-identity in the Palestinians.
