In Punjab, there is a college where the students from Africa come and pursue their further studies in any of the course as per their desire. I myself have seen the people indirectly try to tease them, make racist remarks against them which is very disturbing to see for every average Indian. If same happens with us in any of the other country, we instinctively try to play the racism victim card. These are the few things that make India incompetent to stand in Talent rank. Also, it's cited in the report that one of the reason for India to introspect into is the matter where minorities and immigrants are treated obnoxiously. This statement shouldn't be ignored at any level.
