You should Install arc9 base first

Like this person said Check if you have ARC9 and EFT shared installed. If you do and it still doesn't work, I suggest you do the following: Disable every addon except for ARC9, EFT Shared, and EFT Packs and try to find what's causing conflicts by enabling your addons one by one If you are using pirated gmod, I'm afraid I can't help you since I think it just does not work on it
