At the level crossing, what was the purpose of the lever which was pulled by the crossing keeper?

Afaik it was a simple locking mechanism that prevented the gates being tampered with whilst closed. The other 2 levers on the frame were for the 2 distant signals approx 1 mile north and south of the station but were out of use by this time.
