"Out of Control" track is from "Imperial Project" artist www.discogs.com/Imperial-Project-Vimana/release/2042130 Also I can't even seem to find an artist called "Goa Syndrome".

Correct! There was a second label, Kicking Hardtrance, which was a mix of different electronic genres. Not as superb as the Goa Syndrome label, but it had a few decent titles.
