Is this to say...Heuristics are just a situationally-dependent set of logical rules of thumb for people to make snap judgments about things when they have no way to deeply evaluate the topics or question, but which are not steadfast from situation to situation or even person to person?

uuuuhhhhhhh WHAT? All due respect, because you seem incredibly adorable, handsome, intelligent, conversational, but this explanation is abstract seeming to me until the Detroit, Milwauke example. Is that the point? Are heuristics just supposed to be abstract? I am frustrated trying to search the web for explanations of this paradigm of academia.
