0:06 It seems that Akuma stole Rugal's Energy Drain technique which is fair considering how Rugal stole Akuma's power to become God Rugal. It's like Akuma was secretly holding onto the technique waiting for the perfect moment to use it and upon seeing that Ryu had turned into that and how he was about to fight Orochi knew that would be the perfect opportunity to use it as a means to reach a new form and used it to steal Orochi's power.
